Resolution No.(33): "Ruling on Investing Orphans` Funds into Development Bonds“

Date: 7/11/1413 AH corresponding to 29/4/1993 AD.

 

The Board has received the following question:

 

What is the Sharia ruling on investing orphans` funds in development bonds and treasury bills?

 

Answer: All success is due to Allah.

 

The Board is of the view that it is forbidden because it is a usury-based loan. And Allah Knows Best.

Is Zakah (obligatory charity) due on the items used in the trading process such as: cars , shops etc..?

No Zakah is due on equipments used in the trading process such as cars and the like.

What is the ruling on wiping the white area behind the ears instead of wiping the head?

The obligation in ablution is to wipe some of the head; it is not a condition to wipe all of it. Wiping the white area behind the ears suffices for that. And Allah the almighty knows best.

Can a menstruating woman listen to the Quran from the radio or television?

Yes, a menstruating woman is allowed to listen to the Quran from the radio or television. What is forbidden for her is reciting the Quran and touching the Mus-haf, but listening is permissible—in fact, it is an act of worship.However, she should not repeat along with the Qur’an or try to keep pace with it. 

Is it permissible to divide one mudd of fidyah between two people?

No, it is not permissible to divide one mudd between two people, because it would not count as a full meal for either of them.
