Resolution No.(33): "Ruling on Investing Orphans` Funds into Development Bonds“

Date: 7/11/1413 AH corresponding to 29/4/1993 AD.

 

The Board has received the following question:

 

What is the Sharia ruling on investing orphans` funds in development bonds and treasury bills?

 

Answer: All success is due to Allah.

 

The Board is of the view that it is forbidden because it is a usury-based loan. And Allah Knows Best.

What is the ruling on the ablution of one who touches his wife without a barrier?

In the Shafi'i school, a man's ablution is invalidated by touching his wife if their skins meet (in any place) without a barrier, whether the touch is intentional or accidental. An exception to this is touching hair, teeth, or nails; these do not invalidate ablution. And Allah the Almighty knows best.

What is the ruling on swearing on the Holy Quran and breaking that oath?

It is impermissible to swear on the Holy Quran in vain, and it is also impermissible to subject it to such an act since breaking the oath after swearing on the Quran entails an expiation.

What is the ruling on wiping the white area behind the ears instead of wiping the head?

The obligation in ablution is to wipe some of the head; it is not a condition to wipe all of it. Wiping the white area behind the ears suffices for that. And Allah the almighty knows best.
