Resolution No.(66): "Ruling on Benefiting from the World Bank`s Grant Presented to the Ministry of Social Affairs“

Date: 16/5/1424AH, corresponding to 16/7/2003AD

 

The Board received the following question:

What is the ruling of Sharia as regards benefiting from the grant presented to the Ministry of Social affairs by the World Bank?

Answer: All success is due to Allah, The Lord of The Worlds.

After careful study and deliberation, the Board deems that it is permissible to benefit from the World Bank`s grant within the outline proposed by “Questscope“, provided that the loans given to the beneficiaries have zero-interest.

Moreover, it is permissible that a Zakat committee from Amman area, or else takes charge of possessing and running credit funds in accordance with the rules of Islamic Sharia. And Allah Knows Best.

What should one who forgot to offer the second Sajda during congregational prayer, and remembered it before the end of the prayer do?

All perfect praise be to Allah, The Lord of The Worlds.                                                                                                                                                          Whoever forgets a pillar of prayer while in congregation must follow the lead of the Imam, and after the latter offers Tasleem, he should offer one Rakah, then perform Sujood As-Sahw (prostration of forgetfulness). And Allah Knows Best.

What is the ruling on wiping the head during ablution from behind a barrier like a headscarf (hijab)?

The obligation in ablution is to wipe some of the head; it is not a condition to wipe all of it. As for one who has a turban or headscarf on their head, it is permissible for them to wipe over it after wiping a part of their head in any place. This is easily done at the front of the head. This means the woman begins by wiping the front of her head from under the headscarf, then completes the wiping to the back of the head from over the headscarf. If the woman wipes over the headscarf on her head and the moisture reaches the scalp or some hair within the boundaries of the head, it suffices for wiping the head. And Allah the Almighty knows best.

Is it permissible to recite the Holy Qur'an or to play a recording at mourning gatherings? Or is it considered an innovation?

Whenever Qur'anic verses are recited, it is obligatory upon everyone to listen, otherwise; they should remain silent. And Allah Knows Best.

Is it permissible for a person who broke fasting in Ramadan because of being sick to pay a ransom?

If there is hope for him/her to be cured, then he would be required to make up for the missed fasting days when he/she recovers, and no ransom is due on him/her. If his/her disease is incurable, then he/she would be required to pay a ransom for each missed fasting day, which is (600) grams of wheat, or rice. And Allah Knows Best.
