Resolution No.(32): “Ruling on Writing the Quran in a Style other than the Ottoman“

Date: 7/11/1413 corresponding to 29/4/1993 AD.

The Board has received the following question:

What is the Sharia ruling on the following: writing the Noble Quran in a style other than the Ottoman? Adhering to one narration as regards the number of Quranic verses? Writing “ الله-محمد ” in a raised manner at the beginning of the Mus-haf or on its cover? Writing “ صدق الله العظيم “ at the end of the last verse of the Mus-haf and the end of a verse in an illustrative picture?

Answer: All success is due to Allah.

The Board deems the following:

1- Writing the Mus-haf in a style other than the Ottoman is impermissible, except in educational books.

2- Adherence to one narration as regards the number of Quranic verses for there are specialized people in this field, who have acknowledged writing the Mus-haf and have also provided numbers at the end of verses in accordance with their preponderant opinion in that regard. Nonetheless, there is no harm in circulating a Mus-haf where the numbers of verses differ from that which is mentioned above, based on other narrations so long as the text is identical with the rest of the Mus-haf.

3- As regards writing " الله-محمد " : The Board doesn`t recommend doing so; however, it doesn`t have any objection as regards circulating Mus-hafs that already have them.

4- As regards writing “ صدق الله العظيم “ at the end of the last verse of the Mus-haf: The Board doesn`t recommend such a thing; however, it doesn`t object to circulating a Mus-haf in which this phrase is written after the chapter “ An-Naass “ , and in a pattern different from that used in the Mus-haf. As regards writing “ صدق الله العظيم “ at the end of illustrative pictures made by calligraphists to be hanged inside houses, there is no harm in that, provided that this phrase doesn`t give the impression that it is a part of the Quranic verse itself. Is it permissible to say: "O Allah, by the status of the saints and the righteous, and our master Muhammad, peace be upon him, grant us the ability to reach Ramadan"?

What is mentiond by the righteous predecessors that they used to say: "O Allah bless us in Shaba'an and Rajab and give us the ability to reach Ramadan." [Shoa'ab Al-Iman/vol.3/pp.375]. And Allah Knows Best. 

I`m a mother of three orphans. Is it permissible for me to spend on myself from their salary, such as buying a Jilbab*?

All perfect praise be to Allah the Lord of the Worlds. May His peace and blessings be upon our Prophet Mohammad and upon all his family and companions.
It is permissible to take a reasonable amount that is equal to your services to them. However, it is better that you don`t. The evidence on this is that Almighty Allah Says (What means): "Make trial of orphans until they reach the age of marriage; if then ye find sound judgment in them, release their property to them; but consume it not wastefully, nor in haste against their growing up. If the guardian is well-off, Let him claim no remuneration, but if he is poor, let him have for himself what is just and reasonable. When ye release their property to them, take witnesses in their presence: But all-sufficient is God in taking account." [An-Nisa`/6]. And Allah The Almighty Knows Best.

What is the ruling on a Muslim who slaughters an animal while being in a state of Janabah (ritual impurity)?

All Perfect Praise be to Allah, The Lord of The Worlds, and may His Peace and Blessings be upon our Prophet Muhammad and upo all of his family and companions.

Slaughtering is permissible for the ritually impure man and the menstruating woman because ritual purity isn`t a condition for the validity of the slaughtering. Moreover, it is permissible for the uncircumcised person to do the slaughtering as well. And Allah The Almighy Knows Best.

Is it permissible for a woman to have her underwear on while performing Umrah?

Yes, it is permissible for a woman to have her underwear on while performing Umrah. This is because she should keep her regular clothes that cover all her body while being in a state of Ihram (ritual consecration) for Hajj, or Umrah. However, she should uncover her face and hands, but it is permissible for her to let her head-covering garment drape from her head down over her face when non-Mahram (i.e., marriageable) men pass by her.
