Resolution No.(66): "Ruling on Benefiting from the World Bank`s Grant Presented to the Ministry of Social Affairs“

Date: 16/5/1424AH, corresponding to 16/7/2003AD

 

The Board received the following question:

What is the ruling of Sharia as regards benefiting from the grant presented to the Ministry of Social affairs by the World Bank?

Answer: All success is due to Allah, The Lord of The Worlds.

After careful study and deliberation, the Board deems that it is permissible to benefit from the World Bank`s grant within the outline proposed by “Questscope“, provided that the loans given to the beneficiaries have zero-interest.

Moreover, it is permissible that a Zakat committee from Amman area, or else takes charge of possessing and running credit funds in accordance with the rules of Islamic Sharia. And Allah Knows Best.

Summarized Fatawaa

I have mixed (halal and haram) money, and I want to purify it. My father is poor, and I want him, my mother, and my mother-in-law to perform Hajj, along with myself and my wife, as they need care due to their old age. Is it permissible to use this money for Hajj, or what should I do with it? Please advise.
 
 
 
 
 

If you knew the exact amount of unlawful money, then you should give as a charity, and if didn't then try to figure out the closest amount in order to give it as a charity. 
As for performing Hajj, perform it by using your lawful money. May Allah Bless you for being dutiful to your parents and your mother in law and for your attempt to serve them, And Allah Knows Best.

What is the authenticity of the supplication: "O Allah, bring it upon us with blessings and faith, safety and Islam, and success in what You love and are pleased with. My Lord and your Lord is Allah"?
 

On the authority of Talhah Ibn Ubayd Allah (may Allah be pleased with him) who reported that the Prophet (PBUH) would say when he saw the crescent moon: "O Allah, let this moon appear over us with blessings and faith, safety and Islam. My Lord and your Lord is Allah."
This was narrated by Tirmidhi (Hadith no. 3451), who said: "It is a Hasan (good) Hadith."

What is the ruling on someone who prays Fajr late, after sunrise, knowing that they wake up on time but return to sleep and do not perform it within its time?

It is obligatory to perform the prayer within its prescribed time. If someone wakes up and knows how to act, they must perform it before the time ends. If they delay it, they are sinful and must make it up. And Allah Knows Best.

Ruling on combining prayers in a marketplace due to heavy rain, knowing that some people performing prayers are customers?
