The Fatwa Department of the Hashemite Kingdom of Jordan was founded in 1921. Since its formation, it has relied upon Hanafi fatwas which were in use during the Ottoman era, and the Mufti has answered the questions of members of the public, whether they relate to worship or financial transactions or personal statutes, and it has assigned a mufti to each judge in cities both large and small. It is permissible to recite Quran on water, then drink it as a kind of treatment since the Quran heals. Allah, The Almighty, Says (What means): "We send down (stage by stage) in the Qur’an that which is a healing and a mercy to those who believe: to the unjust it causes nothing but loss after loss." If this is recommended by a trustworthy doctor who is god-fearing and knowledgeable, then it is permissible to have an abortion because some types of thalassemia are dangerous while some aren`t. And Allah The Almighty Knows Best.

How to pay Zakah (obligatory charity) due on articles of merchandise?

Articles of merchandise are estimated by their whole sale market price at the end of each lunar year, and (2.5%) of their value is paid as Zakah whether it (value) went up, or down compared to actual purchasing price, and whether the increase (profit) was in the article itself such as an increase in the animal`s weight, or in the prices themselves. And Allah Knows Best.

The Iftaa` Department Condemns the Terrorist Incident in Sri Lanka

The General Iftaa` Department condemns the cowardly terrorist incident that targeted a group of churches and hotels in Sri Lanka, which resulted in the loss of innocent lives, attacks on places of worship, and intimidation of safe people. This horrible act contradicts with the higher objectives of Islamic Law as well as all divine laws. It also contradicts with the provisions of Islamic law which aim to enhance peace and security, stop bloodshed and protect places of worship. Such cowardly acts targeting worshippers and places of worship contribute in spreading hatred amongst people and create obstacles amongst them, which keeps them in a state of continued struggle instead of cooperation for the good of humanity.

The Department extends its deepest condolences to the families of the victims and wishes a speedy recovery to the wounded.

We ask Allah to protect Jordan from every evil and bless it with continued peace and security.

Is it permissible for the mother to offer an Aqeeqah (the sheep slaughtered on the seventh day from the child`s birth)for her son?

Aqeeqah is due on the one obliged to provide for the newborn, and it is permissible for the grandfather, or the mother to offer the Aqeeqah.

What is the ruling on not fulfilling a vow?

A vow is a commitment towards Allah, The Almighty, and so, it should be observed as much as possible, and it is impermissible to take it lightly. Allah, The Exalted, Says –in commending the believers (What means): "(Because) they perform the vow and fear a day whereof the evil is wide-spreading." [Al-Insan/7].

Is the Woman wearing an Islamic veil permitted to uncover the veil in front of her brother in law, husband of paternal uncle`s daughter and husband of sister in law?

The punishment for Zina (Adultery and extramarital relations) is the same for men and women: 100 lashes for the unmarried to be witnessed by a group of the believers. Definitely, this person has incurred the wrath of Allah; however, he must make repentance immediately, refrain from this grave sin, and seek Allah`s forgiveness. And Allah The Almighty Knows Best.

Is it permissible for a man to wear transparent clothing?

It is not permissible for a man to wear transparent clothing that reveals his 'Awrah (the area that must be covered). The 'Awrah of a man is "from his navel to his knees", and modesty is more prudent. And Allah Knows Best.
