                          Statement on Mourning the Saudi Security Services Martyrs of Duty

 

Allah the Almighty Says {what means}: "Think not of those who are slain in God’s way as dead. Nay, they live, finding their sustenance in the presence of their Lord; They rejoice in the bounty provided by God: And with regard to those left behind, who have not yet joined them (in their bliss), the (Martyrs) glory in the fact that on them is no fear, nor have they (cause to) grieve." {Al-Imran, 169-171}.

 

With deep sadness and sorrow, the General Iftaa` Department mourns the Saudi security services martyrs of duty who were treacherously killed in Al Medina Al Munawwarah near the Prophet's Mosque and during the last days of the holy month of Ramadan: the month of forgiveness, mercy and tolerance.

 

Terrorists with ideologies of darkness assassinated a group of soldiers who were carrying out their sacred national duty in preserving the security of Al Medina Al Munawwarah and protecting the guests of the Most Merciful, visitors and performers of Umrah. This is a severe transgression against innocent individuals guarding their homeland and preserving security to enable Muslims perform the rituals of Islam, and consequently violating the sanctity of this city about which the Prophet (PBUH) said: "Medina is a sanctuary from that place to that. Its trees should not be cut and no heresy should be innovated nor any sin should be committed in it, and whoever innovates in it a heresy or commits sins (bad deeds), then he will incur the curse of Allah, the angels, and all the people." {Transmitted by Bukhari}. This heinous act took place during the holy month of Ramadan, reflecting a criminal behavior that goes against all the values of Islam and humanity. These thugs respect not in Muslims the ties either of kinship or of covenant. 

 

The Department extends its deepest condolences to the Kingdom of Saudi Arabia and the families of the martyrs, asking Allah The Almighty to Give them patience and solace, and to accept the martyrs in paradise along with the prophets (PBUT) (who teach), the sincere (lovers of Truth), and the witnesses (who testify), and the Righteous (who do good): Ah! What a beautiful fellowship! In this regard, Prophet Muhammad (PBUH): "There are two eyes which will never be touched by hell, an eye which weeps from fear of God and an eye which spends the night on guard in God’s path." {Transmitted by Tirmidhi}.  The blood of these innocent Muslims will remain witness to the crimes of this despicable criminal group. 

 

                                Indeed, we belong to Allah, and indeed, to Him we will return

                            (The wrongdoers will come to know what ˹evil˺ end they will meet)

Congratulating others on the arrival of Ramadan is permissible.
If someone does it to express their love for worship and the blessings of Ramadan, and congratulates their fellow Muslim, they have done something good.
The Prophet ﷺ said: "Shall I not tell you something that, if you do it, you will love one another? Spread peace (Salam) among yourselves." [Narrated by Muslim]
Giving Salam is a prayer for peace and safety.

Is it permissible to purchase the Udhiyah on installments?

It is permissible to purchase the sacrificial animal (uḍḥiyyah) on installments or by borrowing its price. However, it is not recommended for the poor to do so, because they are not required to offer a sacrifice, and Allah does not burden a soul beyond its capacity. If doing so would lead to negligence in providing for one's dependents (nafaqah wājibah), then giving precedence to obligatory maintenance over borrowing to buy the sacrifice is appropriate. This is based on the saying of the Prophet (peace and blessings be upon him): "It is sufficient sin for a person to withhold food from those whom he is responsible to support."
 
Furthermore, the sacrifice is valid from one who has a debt, but it is preferable (awlā) to repay the debt first, especially if the debt is due immediately (ḥāll). And Allah Almighty knows best.

Is fasting obligatory for a child?

Fasting is not obligatory for a child until they reach puberty. Puberty is determined by well-known signs, the most common of which are: nocturnal emission (for both males and females), menstruation (for females), or reaching the age of fifteen lunar years.
A guardian must instruct their children to fast once they reach the age of discernment, which is around seven years old, if they are capable of fasting.

What is the Sharia basis of the Udhiyah?

Praise be to Allah, and peace and blessings be upon our Master, the Messenger of Allah.
The Sharia basis of the Udhiyah (sacrificial offering) is firmly established through the Quran, the Sunnah, and the Consensus (Ijma') of the Muslims:
1. Evidence from the Holy Quran
Allah the Exalted says {what means}: "And the camels and cattle We have appointed for you as among the symbols of Allah; for you therein is good." [Al-Hajj/36]. He also says {what means}: "So pray to your Lord and sacrifice [to Him alone]" [Al-Kawthar/2]. According to the most well-known scholarly interpretations of this verse, "prayer" refers to the Eid prayer, and "sacrifice" refers to the slaughtering of the Udhiyah.
2. Evidence from the Sunnah
Al-Bara' bin 'Azib (may Allah be pleased with him) narrated that the Prophet ﷺ said: "The first thing we start with on this day of ours is to pray, then we return and sacrifice. Whoever does that has followed our Sunnah, and whoever slaughters before [the prayer], it is merely meat he has provided for his family; it is not part of the ritual sacrifice in any way" [Reported by Bukhari & Muslim].
Anas (may Allah be pleased with him) narrated: "The Prophet ﷺ sacrificed two white rams with horns. He slaughtered them with his own hand, mentioned the name of Allah (Tasmiyah), and said the Takbir" [Reported by Bukhari & Muslim].
3. Evidence from Scholarly Consensus (Ijma')
The Muslims have reached a unanimous consensus on the Sharia basis of the Udhiyah, and no one among the scholars has disagreed with this. [Al-Sherbini, Mughni al-Muhtaj, Vol.6/P.122].And Allah the Exalted knows best.
