Resolution No.(168)(9/2011) by the Board of Iftaa`, Research and Islamic Studies:

"Ruling  when Members of Voluntary Administrative Bodies Make use of the Free Offers Made to these Bodies"

Date: 25/9/1432 AH, corresponding to 25/8/2011 AD.

 

Praise be to Allah, peace and blessings be upon Prophet Muhammad and upon his family and companions.

During its twelfth session held on the above given date, the Board reviewed the following question:

We are a nine-teacher committee, five of whom are elected and four are appointed by the Ministry of Education. It is called "The Administrative Body of the Tafilah Teachers` Club."

We offer free voluntary services to the club and the teachers. The club runs an Umrah (Minor Hajj) journey through certain travel agencies and the teachers willing to go should pay the fare.

Is it permissible for a member of the administrative body to take that journey for free? Is it permissible to condition that the travel agency provides two free seats for the administrative body and the staff of the club in return for guiding and supervising that journey?

After prolonged deliberations, the Board decided what follows:

If the administrative body conditioned that the travel agency provides two free seats or more (Travel agencies usually give free seats as a kind of promotion), then that is permissible provided that the fare of those free seats is equally divided amongst those making the Umrah journey and that the members of the above committee don`t take advantage of those seats and exclude the teachers. And Allah Knows Best.

Is it permissible to combine Zuhr and Asr prayers for being occupied with a wedding ceremony?

No, it isn`t permissible to combine Zuhr and Asr, or Maghrib and Isha because of being busy with a wedding since the exemption for combining prayers is based on lawful excuses, and this isn`t one of them. And Allah Knows Best.

What is the amount of the Fitr Zakah (obligatory charity) of Ramadan?

The Fitr Zakah of Ramadhaan is a Sa` (2500 grams) from what the people of that country or state eat the most. And Allah Knows Best.

Do pregnant and breastfeeding women have to fast?

Pregnant and breastfeeding women are required to fast. However, if fasting causes them harm or unusual hardship, they may break their fast but must make up for the missed days later.
If they break their fast solely out of fear for the fetus or the child, then they must both make up the fast and give fidyah (feeding a needy person for each missed day), as the benefit of breaking the fast was only for the child.

What is the ruling on performing the Witr prayer as a single rak`ah?

Praise be to Allah, and peace and blessings be upon our Master, the Messenger of Allah.
 
It is permissible to perform the Witr prayer as a single unit (rak‘ah). It was narrated from Ibn ‘Umar that a man asked the Messenger of Allah ﷺ about the night prayer, and the Messenger of Allah ﷺ replied: 'The night prayer is offered two by two (mathna mathna). If one of you fears the approach of dawn, let him pray a single rak‘ah to make what he has prayed odd-numbered (Witr) for him.' (Related by al-Bukhari & Muslim)). However, limiting the prayer to only one rak‘ah is considered 'contrary to the preferred way' (Khilaf al-Awla).
 
It is stated in Al-Minhaj al-Qawim Sharh al-Muqaddimah al-Hadramiyyah (p. 137): 'The minimum of Witr is one rak‘ah, but limiting it to that is contrary to what is best.'
 
The most complete form of Witr is eleven units, while the minimum level of 'perfection' is three units. It is stated in ‘Umdat al-Salik (p. 60): 'The minimum of Witr is one rak‘ah, and its maximum is eleven, performing the taslim (salutation) after every two units. The lowest level of perfection is three units with two separate taslims (meaning 2+1).' And Allah the Exalted knows best.
