Statement on the Stabbing of the Tourists

All perfect praise be to Allah the Lord of the Worlds. May His peace and blessings be upon Prophet Mohammad, his family and noble companions.

Attacking tourists is a heinous crime that contradicts the teachings of our Islamic religion, which commands honoring the guest and preserving the sanctity of human beings.

What is the Islamic ruling on one who was unable to fast and then regained the ability?

He is not required to make up the fast (Qada) even if he becomes capable of it; whether he regained the ability to fast after paying the fidya (feeding a needy person for each day of missed fasting) or before it, because he was liable for paying it in the first place, so it remains binding upon him. However, if he delayed paying it beyond the first year, nothing is required of him due to the delay. If he is unable to pay it, it does not remain as a debt upon him. And Allah the Exalted knows best.

Is it permissible to offer condolences to a non-Muslim?

All praise is due to Allah, and peace and blessings be upon our master, the Messenger of Allah.

It is permissible to offer condolences (Ta'ziyah) to a non-Muslim upon the death of their relatives. This constitutes a form of benevolent treatment (Birr) that we have been commanded to observe. Allah Almighty states {what means}: "Allah does not forbid you from those who do not fight you because of religion and do not expel you from your homes—from being righteous toward them and acting justly toward them. Indeed, Allah loves those who act justly." (Surah Al-Mumtahinah, 60:8). And Allah Almighty knows best.
