First Master`s Dissertation in Management about the Iftaa` Department

 

Any master`s student or researcher has the right to excel with regards to conducting research and scoring colorful marks. I have put careful thought when choosing a title for this dissertation and I was lucky to choose the General Iftaa` Department of Jordan, which was from a list of institutions, to conduct my study. I found that it represents a unique case since the management of this renowned religious institution accepts objective suggestions and strives to upgrade its performance on the individual and collective levels, in addition to working hard for developing its electronic systems to keep pace with the times. Those in charge of this institution are trustworthy and demonstrate the highest degrees of reliability, honesty, response, and secrecy-by virtue of their nature and heavy responsibility they shoulder-therefore, their electronic requirements will identify with their innate characteristics. This enables the researcher to look for weaknesses, if any, and develop suitable proposals to overcome them.

In compliance with this verse whereas Allah The Most Exalted, Said (What means): {Now hath come unto you a clear (Sign) from your Lord! Give just measure and weight, nor withhold from the people the things that are their due; and do no mischief on the earth after it has been set in order: that will be best for you, if ye have Faith.}[Al-A'raf/85].  As well as it is a confirmation of what Prophet (PBUH) in a sound narration that states: "He who does not thank people does not thank God.}, it is my duty to thank the General Iftaa` Department represented by the venerable Grand Mufti of Jordan Sheikh Abdulkareem Al-Khasawneh who has been very supportive of me and provided whatever I needed to complete the study in a manner that depicts reality without embellishing."

I also extend my thanks to the muftis and the members of the administrative staff for their kind treatment, intellectual and moral maturity, which made me happy for having chosen this Department for my studies in the first place. In fact, this study is entitled "The Effect of the Quality of the Electronic Services on Perceived Expectations in the General Iftaa` Department of Jordan."

The General Iftaa` Department, which is characterized by the quality of its electronic services and the ease of dealing with its electronic windows, has become the focus of attention for whoever seeks fatwa from within and outside the Hashemite Kingdom of Jordan.

Taking the browsing times into consideration, a great number of people have visited the Department`s website which also attracts researchers and seekers of realistic fatwas. In fact, it is one of the top websites at the level of the Muslim states.

Most of the Department`s members are satisfied with the electronic applications they deal with; whether about management of finances or following up fatwa requests.

On the personal level, I was overwhelmed with joy while conducting the study and extracting the findings. This study is dissimilar to many former studies in the sense that it highlights the positive side of the services provided by the Department and making it a standard case to be taken as a model.

Another aspect that increased my sense of happiness and confidence is that this study is the first of its kind to address a topic in the field of "Business Management" in the General Iftaa` Department of Jordan and haven`t explored the core of the Department`s function.

I`m confident that the Department will adopt my study`s recommendations following the words of Umar ibn Al-Khattab (May Allah be pleased with him) who said: "May Allah have mercy on the one who shows me my faults."

Again, I extend my deepest thanks to the Grand Mufti and the staff members of the Iftaa` Department.

I work overtime after regular working hours and may become occupied with my phone or the work computer for personal matters — what is the ruling on this?

All praise is due to Allah, and peace and blessings be upon our master the Messenger of Allah ﷺ.
It is obligatory upon an employee to abide by the instructions and regulations governing overtime hours, and equally obligatory to uphold honesty and avoid all forms of deception and dishonesty. Allah the Almighty says {what means}: "O you who have believed, be mindful of Allah and be with the truthful." [Al-Tawbah/ 119]
Whoever is assigned to work overtime must be present at his workplace — even if he has no specific tasks to carry out at that time. In such a case, he should strive as best he can to spend that time in a manner that benefits the institution he works for. If there is genuinely no work for him to do, there is no objection to occupying his time with something beneficial — such as reciting the Holy Qurʾān, reading, or listening to educational lessons — provided he has already completed all the responsibilities assigned to him.
If, however, he does have work to complete, he must spend that time fulfilling it. He may attend to phone calls or other personal matters to the extent that is customarily acceptable, as long as this does not result in delaying or postponing his work. If he delays his work on account of personal preoccupations, the wages he received for that wasted time are not lawfully his to keep, and he is obliged to return the equivalent amount to the institution by whatever means available to him. And Allah the Almighty knows best.

What is the ruling of Islamic Law on continuity (muwalah) in the ritual bath?

All praise is due to Allah, and peace and blessings be upon our master the Messenger of Allah ﷺ.
Continuity (muwālāh) means washing each part of the body immediately after the previous one, without leaving a gap long enough for the first part to dry before the second is washed. According to the Shāfiʿī school, continuity is a recommended act (sunnah) in both the ritual bath (ghusl) and ablution (wuḍūʾ) — it is not obligatory.
It is stated in Nihāyat al-Muḥtāj ilā Sharḥ al-Minhāj: "Likewise, continuity in the ritual bath is recommended, just as it is in ablution."
Accordingly, continuity in the ritual bath is a sunnah. And Allah the Almighty knows best.

What is the ruling on omitting the prostration of recitation?

Praise be to Allah, and peace and blessings be upon our Master, the Messenger of Allah.
 
The prostration of recitation (Sajdat al-Tilawah) is a Sunnah for both the reader and the listener. There is no sin in omitting it, though doing so results in missing a great reward. Muslim narrated from Abu Hurairah (may Allah be pleased with him) that the Prophet ﷺ said: 'When the son of Adam recites a verse of prostration and prostrates, Shaytan withdraws weeping, saying: "Woe to him! (and in the narration of Abu Kuraib: "Woe to me!") The son of Adam was commanded to prostrate and he prostrated, so Paradise is his; and I was commanded to prostrate and I refused, so the Fire is mine."'
 
Sheikh al-Islam Imam al-Nawawi (may Allah have mercy on him) stated: 'It is recommended to prostrate immediately after reciting or hearing a verse of prostration. If one delays it but the interval is short, he may still prostrate. However, if the interval is long, the opportunity is missed.' [Rawdat al-Talibin Vol.1/P.323].
 
Furthermore, the prostration of recitation becomes obligatory (Wajib) in congregational prayer if the Imam prostrates, out of the necessity of following him. And Allah the Exalted knows best.

Does sacrificing one sheep avail for the entire household?

In the Name of Allah, and may peace and blessings be upon our Master, the Messenger of Allah.
 
Offering an Udhiyah (sacrificial offering) is a communal Sunnah (Sunnah Kifayah) for members of the same household, provided that their financial maintenance is undertaken by a single provider. By "communal Sunnah," we mean that when one person performs it, the religious recommendation is fulfilled on behalf of the entire household, though the spiritual reward itself belongs uniquely to the one who offered it.
 
Therefore, if any member of the household performs the sacrifice—even if it is someone who is not legally responsible for the household's expenses, such as the wife or one of the children—the recommendation is fulfilled for everyone in that home. However, the reward does not automatically extend to the other members unless the person offering the sacrifice explicitly intends to share the reward with them—similar to how performing a funeral prayer (Janazah) fulfills the communal obligation for everyone, yet the specific reward is earned by those who actually prayed.
 
Additionally, a single sacrifice is sufficient for a man who is married to more than one wife. And Allah the Almighty Knows Best.
