"The Role of Religious Discourse in Curbing the Scourge of Drugs"

 

In cooperation with the Iftaa` Department, the Directorate of Public Security organized a symposium under the title "The Role of Religious Discourse in Curbing the Scourge of Drugs," Sunday, 6th of Nov. 2022. This symposium is a part of a series of education and awareness-raising activities launched by the Directorate to protect the community from the scourge of drugs.

Grand Mufti Sheikh AbdulKareem Al-Khasawneh, Minister of Awqaf and Islamic Affairs Dr. Mohammad Al-Khalayleh, Director of Public Security Maj. Gen. Obeidullah Al-Ma`aytah, the representative of the Chief Justice Dr. Sameeh Al-Zou`bi, and the representative of the Archbishop of the Greek Orthodox Father Elias Barakat attended this symposium, which was held in King Hussein Cultural Centre.

The symposium discussed the importance and the influential role of the religious discourse in disseminating knowledge, raising awareness on the dangers of drugs, uniting the community in combating the evils of drugs as well as traffickers and dealers who seek to make unlawful gains at the expense of the security of the community and the safety of its members.

The Grand Mufti said that Shariah came to preserve the five necessities: religion, life, intellect, lineage, and wealth, and warned that whatever harms these necessities is prohibited. The drugs is the most evil of menaces as it causes the loss of religion, destroys life, intellects, lineage and wealth. Therefore, it is our national and religious duty to combat this dangerous phenomenon.

On his part, the Minister of Awqaf stressed the importance of faith in fortifying the individual and motivating him/her to avoid whatever is in violation of Sharia and destroys the intellect. In addition, he pointed that the participatory roles played by the Ministry of Awqaf, through Friday sermons, religious lessons, preaching, and guidance, are a religious duty that aims to protect the community and strengthen its security in an integrated framework; especially when it comes to combating drugs.

On his part, the representative of the Chief Justice spoke about the devastating impact caused by drugs leading to the breakup of families and damaging community, which requires enhancing the religious discourse to combat the dangers of drugs and develop solutions to curb this obstacle.

On his part, the representative of the Archbishop of the Greek Orthodox explained that the church is keen on guiding its subjects towards the ways of goodness and love and avoiding whatever deforms God`s creation on the physical, psychological, and spiritual levels. This includes raising awareness on the dangers of drugs, ways of prevention, and developing the minds of the youth to create healthy generations.

The Director of Iftaa and guidance in the Directorate of Public Security Colonel Dr. Samer Al-Hawamleh expressed keenness on cementing partnerships and bridges of cooperation with various religious institutions in Jordan in support for the efforts to curb the spread of drugs and other negative and crime phenomena. This goes beyond the traditional security measures employing preventive roles that help enhance community`s safety and stability.

The symposium included specialized discussions and research papers that shed light on the elements and foundations of the religious discourse guided to serve the community and keep abreast of its needs and phenomena; particularly the problem of drugs, which requires joining efforts and roles showing that it is harmful, prohibited and must be combatted.

What is the ruling on eating from one`s Udhiyah?

In the Name of Allah, and may peace and blessings be upon our Master, the Messenger of Allah.
 
The Udhiyah (sacrificial offering) is divided into two categories: the vowed sacrifice (Al-Mandhurah) and the voluntary sacrifice (Al-Tatawwu').
 
First: The Vowed Sacrifice (Al-Mandhurah)
This refers to a sacrifice that has become strictly obligatory due to a formal vow (Nadr). It is completely impermissible for the person offering it, or any members of their family whom they are financially obligated to maintain, to eat any of its meat or fat. Furthermore, it is unlawful for them to personally benefit from its hide, wool, or any other part of it. If they happen to eat any portion of it, the offerer is legally obligated to give an equivalent amount of meat or its monetary value to charity. (As noted in Tuhfat al-Muhtaj by Imam Ibn Hajar al-Haytami,Vol. 9/P.364).
 
Second: The Voluntary Sacrifice (Al-Tatawwu’)
This is a recommended, non-obligatory sacrifice. The person offering it is fully permitted to eat from its meat, distribute portions as charity to the poor, and give pieces as gifts to those who are well-off. However, it remains a mandatory requirement to donate at least a minor portion of it to charity; this should not be less than approximately half a kilogram of raw, uncooked meat. And Allah the Almighty Knows Best.

What is the ruling on the follower`s prayer if the Imam stands for a fifth rak`ah?

Praise be to Allah, and peace and blessings be upon our Master, the Messenger of Allah.
 
If the Imam stands up for an extra unit (rak‘ah) of prayer out of forgetfulness, he must return to the sitting position as soon as he remembers, and he should perform the prostration of forgetfulness (Sujud al-Sahw). It is the duty of the congregants (Ma’mumin) behind him to remind him. However, if the Imam is in a state of doubt regarding the extra unit (and not certainty), it is not permissible for him to return.
 
As for the congregants: anyone who is certain that the Imam has stood for an extra unit is forbidden from following him. In this case, the follower has two choices: either intend to separate from the Imam (Mufaraqah) and finish the prayer alone, or wait for the Imam in the sitting position and perform the final salams with him—the latter being the preferred option. If a follower knowingly follows the Imam into an extra unit, their prayer becomes invalid. However, if a follower is in doubt and not certain of the mistake, they must continue following the Imam, as the Imam was appointed to be followed.
 
It is stated in Al-Majmu’ (Vol.4/P.145): 'If [the Imam] stands for a fifth rak‘ah, the follower should not follow him, even if it is assumed that the Imam might have omitted a pillar from a previous unit; because if the reality is known, following him is impermissible since the follower has certainly completed their own prayer. Even if the follower had missed a previous unit (Masbuq) or was in doubt about performing a pillar like the Fatihah, and the Imam stood for the fifth, it is not permissible for the latecomer to follow him in it. This is because we know that this unit is not counted for the Imam and that he is mistaken in performing it.' And Allah the Exalted knows best.

What is the expiation for perjury?

Perjury is forbidden and one of the major sins that require turning to Allah in repentance, seeking His forgiveness, giving back rights to whom they belong, or seeking their forgiveness, and expiating for that oath.

Is it permissible to purchase the Udhiyah on installments?

It is permissible to purchase the sacrificial animal (uḍḥiyyah) on installments or by borrowing its price. However, it is not recommended for the poor to do so, because they are not required to offer a sacrifice, and Allah does not burden a soul beyond its capacity. If doing so would lead to negligence in providing for one's dependents (nafaqah wājibah), then giving precedence to obligatory maintenance over borrowing to buy the sacrifice is appropriate. This is based on the saying of the Prophet (peace and blessings be upon him): "It is sufficient sin for a person to withhold food from those whom he is responsible to support."
 
Furthermore, the sacrifice is valid from one who has a debt, but it is preferable (awlā) to repay the debt first, especially if the debt is due immediately (ḥāll). And Allah Almighty knows best.
