A Statement on Banning Forbidden Festivals

All perfect praise be to Allah. Peace and blessings be upon Prophet Mohammad and upon his family and righteous companions.

Calls have recently spread via some means of media for holding festivals that carry exotic names and involve aberrant activities. The most recent of these is the so-called "The Wine Festival"

We stress that calling for such festivals, holding them and taking part in them violates the teachings of our Islamic faith, and they aren`t a part of  our authentic Islamic values as well as the traditions and customs observed in our blessed Jordan of The Hashemites.

On its part, The Iftaa` Department calls on citizens to boycott such festivals which incur corruption to the country and its people.

The Department also calls on the official authorities to ban such events in order to maintain our orthodox faith and the integrity of the Jordanian people.

Moreover, the Department highly appreciates the statement issued by the Ministry of Interior banning such festivals and calling those in charge of them to account.

We beseech Allah, The Almighty, to avert our country all kinds of sins and trials be they seen, or unseen.

And all perfect praise is due to Allah, The Lord of The Worlds.

Summarized Fatawaa

A man insulted the Divine Essence; is it obligatory for him to perform Ghusl?

Praise be to Allah, and peace and blessings be upon our Master, the Messenger of Allah.

Insulting or blaspheming the Divine Essence (Dhat al-Ilahiyyah) constitutes apostasy (Riddah). The perpetrator of this grave sin must immediately repeat the two testimonies of faith (Shahadah) and sincerely repent to Allah the Exalted. It is recommended (Sunnah) for them to perform a ritual bath (Ghusl), though it is not a mandatory condition [for the validity of their return to Islam]. And Allah the Exalted knows best.

What is the ruling on sending blessings and peace upon the prophet (PBUH) after the Adhan?

Praise be to Allah, and peace and blessings be upon our Master, the Messenger of Allah.

It is a Sunnah to send blessings and peace (As-Salat wa al-Salam) upon the Prophet ﷺ after the Adhan and the Iqamah, for both the caller (Mu’adhin) and the listener. It is permissible to do so aloud after the conclusion of the Adhan. However, it is preferable to maintain a brief pause between the words of the Adhan and the prayers upon the Prophet ﷺ, so that people do not mistakenly assume that sending blessings upon him is an integral part of the Adhan itself. And Allah the Exalted knows best.

What is the ruling on performing voluntary (nafl) prayer during the time of istiwā' (the sun's zenith) on the day of Jumu‘ah (Friday), and is this ruling specific to someone who has come to the mosque to perform the Jumu‘ah prayer?

All praise is due to Allah, and peace and blessings be upon our master, the Messenger of Allah ﷺ.
It is permissible to perform voluntary (nafl) prayer during the time of istiwā' (the sun's zenith, i.e., its highest point before noon) on the day of Jumu‘ah (Friday) — whether for someone who is attending the Friday prayer or someone who is not, and whether they are among the people obligated to attend it or not.
It is stated in Mughnī al-Muḥtāj (Vol.1/P.310): "The more correct position (al-aṣaḥḥ) is that prayer is permissible during this time without restriction — regardless of whether the person will be attending the Jumu‘ah prayer or not." And Allah, the Exalted, knows best.

I own a pharmacy and have only merchandise. A full year (*ḥawl*) has passed and I have no cash. How do I pay the zakāh?

All praise is due to Allah, and peace and blessings be upon our master, the Messenger of Allah.
Zakāh must be paid immediately from the day it becomes due, and delaying it is forbidden when one is able to pay it, because it is the right of the poor, and it is forbidden to delay giving people their rights except for a valid Sharīʿah excuse. Shaykh al-Islām Imam al-Nawawī (may Allah have mercy on him) said: “In our school, zakāh must be paid out immediately. Once it becomes due and he is able to pay it, it is not permissible to delay it. If he is unable, he may delay it until he is able. If he delays it after being able, he is disobedient and becomes liable for it.” [al-Majmūʿ Sharḥ al-Muhadhdhab, Vol.5/p.333]
If cash is not available to pay the zakāh and the only option is to pay in installments, he must pay it, even if in installments, from the proceeds of the merchandise that is sold after the time the zakāh became due, by deducting a set amount from each day’s takings. And Allah Almighty knows best.
