Question :

What is the Islamic ruling on using electronic and mobile payments service issued by Zain under the name (Zain Cash)? In fact, Zain Cash gives the user secure and convenient means to conduct financial transactions and process monthly payments. It is now possible to use one`s mobile to transfer money, pay invoices, and withdraw cash, in addition to other services.



The Answer :

Praise be to Allah, the Lord of the Worlds.


As shown by the operating mechanism of the above service and the related regulations, the client subscribes through opening an E-Portfolio account where he/she deposits money in the Central Bank of Jordan.


The service enables him/her to make purchases from different stores, withdraw cash from different dispensers, and transfer money on the local and the international levels. Islamic jurisprudence frames this as an Ijarah contract between the client and the company. Therefore, the terms and conditions of this service as well as the fees must be made clear upon the conclusion of contract.


After reviewing the above question and regulations, it was found out that no violations of Sharia are involved. However, it is obligatory for the above company to make sure that this method of payment agrees with the teachings of Sharia. And Allah the Almighty knows best.
