Resolution No.(28): “Confirmation of Sighting the Crescents of Ramadaan and Shawaal“

Date: 12/11/1413 AH corresponding to 4/2/1993.

 

The Board has reviewed the issue of confirming the sighting of the crescent in general and the crescents of Ramadan and Shawaal in particular, so it decided what follows:

The new lunar month commences upon confirming the sighting of the crescent in the western horizon after sunset of the twenty-ninth of the same lunar month. If it hadn`t appeared that night, then the month of Ramadan becomes thirty days.

The testimony of a trustworthy person who testifies that he saw the new moon in the manner indicated above is accepted if the astronomical calculations confirmed that the new moon was born.

However, if these calculations proved otherwise, then his testimony isn`t accepted because there is doubt in that regard.

Moreover, if the sighting of the new moon was confirmed in any of the Islamic states in accordance the aforementioned manner, then it must be relied on, even if the new moon wasn`t seen in the rest of the Islamic states. And Allah Knows Best.

Is abortion permissible when the family isn`t ready to receive a new baby?

Abortion is forbidden unless it constituted a serious threat against the mother`s life based on the opinion of trustful and God fearing physicians.

Should Al-Basmalah (i.e. saying Bismillaaahi Ar-Rahmaani Ar-Raheemi) be recited after Takbeerat Al-Ihram (saying Allahuakbar) which marks the beginning of prayer?

All perfect praise be to Allah,The Lord of The Worlds                                                                                                                                                                        A praying person is obliged to recite Al-Basmalah at the beginning of Chapter Al-Faatihah, and in every Rak`ah (unit of prayer) because it is a verse of it. And Allah Knows Best.

Is it permissible to delay menses by using medication in order to fast Ramadhaan?

It is permissible for a woman to use medication in order to delay her menses so that it becomes eligible for fasting Ramadhaan, but it is better that she doesn`t do so, and taking the medication is prohibited if she, or her doctors knew that it involves risk on her health. And Allah Knows Best.

What is the ruling on making up for missed fasting after the second half of Sha`ban (the month before Ramadhaan)?

One is obliged to make up for missed fasting before the start of next Ramadhaan, and regardless of offering it during the first, or the second half of Shab`an. This is because the prohibition mentioned in the Hadith is for offering absolute voluntary fasting in the second half of Sha`ban. And Allah Knows Best.
