"Ruling on Building a Quranic Center on Part of an Endowed Plot of Land"

Date: 25/Safar/1441 AH, corresponding to 24/10/2019 AD.

 

Praise be to Allah the Lord of the Worlds.

On its tenth session held on the above date, the Board reviewed the letter (24/10/2019) sent from His Excellency, the Minister of Endowments, Holy Sites and Islamic Affairs, Prof. Abdulnaser Abulbasal, and it reads as follows:

What is the ruling of Sharia on building a mosque and a Quranic center on part of a plot of land endowed as a graveyard from the state treasury?

After careful consideration, the Board decided what follows:

There is nothing wrong with building a mosque and a Quranic center on part of the above plot of land since the state hasn`t endowed it only as burial ground. Rather, it specified using it for that purpose as dictated by the public interest. Therefore, this specification isn`t binding. In other words, that land may be used for other purposes; unlike the case where the condition of the endower is as binding as the text of Sharia. Thus, if the administrator of that endowment saw the need for building the mosque and the Quranic center on that land then there is nothing wrong with that. And Allah the Almighty Knows Best.

Is it permissible to swear by (Allah "The Living")?

Yes, it is permissible because "The Living" is one of Allah`s Attributes.

I had my menstrual period at the beginning of Ramadan for six days, then it ended and I became pure. After four days, I started noticing some blood again, which has lasted for two days now, but it is not as heavy as menstrual blood. Is this blood considered menstrual blood, and what is the ruling regarding my prayers, fasting, and reading the Quran during this period?
 

All praise is due to Allah, and peace and blessings be upon our Prophet Muhammad.
The minimum duration of menstruation is one day and one night, and its maximum is fifteen days. Any blood beyond this period is considered irregular bleeding (Istihada). Since the bleeding did not exceed fifteen days, it is considered menstrual blood within the regular cycle. Therefore, you should not pray or fast until the bleeding stops and the signs of purity appear. If the bleeding stops before fifteen days from when it first started, then all the blood you saw is considered menstrual blood, and you must make up the fasts, but not the prayers. If it exceeds fifteen days, then the first six days are menstrual blood, and the blood that follows is considered irregular bleeding. Your prayers and fasting are valid, and there is no issue with them. And Allah Knows Best."

What is the ruling on memorizing the Quran during menstruation, knowing that I do not read directly from the Quran but from a paper or from my phone?

It is not permissible to memorize the Quran during menstruation because memorization requires repetition, and a menstruating woman cannot touch the physical pages of the Quran. Similarly, if the Quranic verses appear on the screen of the phone, it is considered like touching the Quran. And Allah Knows Best.

 If a disposable water bottle has the logo (Al-Aziz Water Shop) ,is it allowed to throw it away considering that (Al-Aziz) is one of Allah`s beautiful names?

You can remove some of the letters so that the word isn`t read as (Al-Aziz). And Allah The Almighty Knows Best.
