Resolution No.(72): “Ruling on Charging a Percentage on Loans as an Allowance for Administrative Expenses and the Like“

Date: 18/9/1424 AH corresponding to 12/11/2003 AD.

 

The Board received the following question: 

What is the ruling of Islamic Sharia on charging a percentage on loans as an allowance for administrative expenses and the like?

Answer: All success is due to Allah.

The Board is of the view that giving cash loans up to (800) JDs without a guarantee and with charging 3% as a contribution and allowance for administrative expenses isn`t permissible because this percentage is considered usury. However, it is permissible to charge a specific sum in return for administrative expenses and as a contribution, whether the loan is big or small. And Allah Knows Best.

X-ray imaging itself does not break the fast. However, if a person ingests a contrast agent or medication to enhance the imaging process through an open passage to the body cavity (jauf)—such as the mouth or rectum—then their fast is invalidated.

What is the ruling on the ablution of one who touches his wife without a barrier?

In the Shafi'i school, a man's ablution is invalidated by touching his wife if their skins meet (in any place) without a barrier, whether the touch is intentional or accidental. An exception to this is touching hair, teeth, or nails; these do not invalidate ablution. And Allah the Almighty knows best.

What are the disliked (makruh) acts of fasting?

● Excessive rinsing of the mouth and nose (during ablution), as it may lead to swallowing water.
● Tasting food or doing anything that may risk breaking the fast.
● Engaging in idle talk, and it is even more emphasized to avoid lying, backbiting, and gossiping.

How many Rak`ahs (unit of prayer) are offered in Witr prayer?

All perfect praise be to Allah, The Lord of The Worlds                                                                                                                                                                  Witr (an odd number prayer performed between Isha`a and Fajr) is offered with a minimum of one Rak`ah, and a maximum of eleven, but offering three Rak`ahs is the minimum of its complete form.
