Statement on Sighting the New Moons

Bismillah al-Rahman al-Rahim

All perfect praise be to Allah The Lord of The Worlds. May His Peace and Blessings be upon our Prophet Mohammad and upon all his family and companions.

Since being entrusted with the task of announcing the beginning of the lunar months, the General Iftaa` Department sights the new moons at the beginning and end of each month in compliance with the verse: "They ask thee concerning the New Moons. Say: They are but signs to mark fixed periods of time in (the affairs of) men, and for Pilgrimage." {Al-Baqarah/189}. The Department has adopted a precise scientific methodology based on scientific data and the examination of reports submitted by the competent authorities of astronomers. The latter perform accurate calculations of the moment the crescent is born and the conjunction occurs, the duration of its stay on the horizon, the possibility of sighting it and they present the findings to the Board of Iftaa`, Research and Islamic Studies.

Accordingly, the Department held a meeting with the astronomical and scientific authorities specialized in sighting the new moons to study the scientific data for the conditions of the birth and sighting of the new moons, among which is the moon of the holy month of Ramadan. The mansions of this moon have been monitored since the beginning of the month of Sha'ban and will continue until the beginning of the holy month of Ramadan is announced. The Department also holds scientific seminars in cooperation with the Arab Federation of Astronomy and Space Sciences, the Jordanian Astronomical Society and the Royal Geographical Centre. In these seminars, scholars of Sharia and astronomers in the Islamic world meet to exchange experiences, scientific updates and scholarly views.

After seeking The Help of Allah first, then the Iftaa` Department and the Board of Iftaa`, Research and Islamic Studies, sought the assistance of the astronomers and scientific committees to sight the new moon of the holy month of Ramadan on the 29th of the month of Sha'ban to prove the sighting of this moon. This is in compliance with the Prophetic directives embodied in the following narration: "Fast when you see it and break your fast when you see it, and if the weather is cloudy treat Sha‘ban as having thirty days." (Bukhari and Muslim).

O Allah, allow us to witness Ramadan and make it a month of blessings for the entire Muslim nation. And all perfect praise Be to Allah The Lord of The Worlds.

It is permissible to seek forgiveness (Istighfar) between the two Friday sermons (Khutbatayn), and it does not invalidate the Friday prayer (Salat al-Jumu'ah). Furthermore, it is not disliked (Makruh) to speak before the sermon, after it, or between the two sermons. Likewise, it is not disliked for one who enters during the sermon to speak if there is a need for it, provided he has not yet taken a place and settled into it. And Allah the Exalted knows best.

What is the Sharia basis of the Udhiyah?

The Sharia basis of the Udhiyah (sacrificial offering) is firmly established through the Quran, the Sunnah, and the Consensus (Ijma') of the Muslims:
1. Evidence from the Holy Quran
Allah the Exalted says {what means}: "And the camels and cattle We have appointed for you as among the symbols of Allah; for you therein is good." [Al-Hajj/36]. He also says {what means}: "So pray to your Lord and sacrifice [to Him alone]" [Al-Kawthar/2]. According to the most well-known scholarly interpretations of this verse, "prayer" refers to the Eid prayer, and "sacrifice" refers to the slaughtering of the Udhiyah.
2. Evidence from the Sunnah
Al-Bara' bin 'Azib (may Allah be pleased with him) narrated that the Prophet ﷺ said: "The first thing we start with on this day of ours is to pray, then we return and sacrifice. Whoever does that has followed our Sunnah, and whoever slaughters before [the prayer], it is merely meat he has provided for his family; it is not part of the ritual sacrifice in any way" [Reported by Bukhari & Muslim].
Anas (may Allah be pleased with him) narrated: "The Prophet ﷺ sacrificed two white rams with horns. He slaughtered them with his own hand, mentioned the name of Allah (Tasmiyah), and said the Takbir" [Reported by Bukhari & Muslim].
3. Evidence from Scholarly Consensus (Ijma')
The Muslims have reached a unanimous consensus on the Sharia basis of the Udhiyah, and no one among the scholars has disagreed with this. [Al-Sherbini, Mughni al-Muhtaj, Vol.6/P.122].And Allah the Exalted knows best.

What is the ruling on praying while wearing shoes?

Praise be to Allah, and peace and blessings be upon our Master, the Messenger of Allah.

There is no sin for a Muslim to perform prayer while wearing their sandals or shoes, provided they are free from any impurities (najasa). It was narrated that Anas bin Malik (may Allah be pleased with him) was asked: 'Did the Prophet ﷺ pray in his sandals?' He replied: 'Yes.'" (Related by Al-Bukhari).

It is stated in Fath al-Bari (Vol.1/P.494) by Ibn Hajar (may Allah have mercy on him): "Regarding the phrase 'praying in his sandals,' Ibn Battal said: 'This is understood to apply as long as there is no impurity on them; furthermore, this is considered one of the legal concessions (rukhas)." And Allah the Almighty knows best.

What is the ruling on fasting the six days of Shawwal?

Fasting the six days of Shawwal is Sunnah. The Prophet ﷺ said: "Whoever fasts Ramadan and then follows it with six days of Shawwal, it is as if they have fasted for a lifetime." [Narrated by Muslim]
This is because fasting one month of Ramadan is rewarded as fasting for ten months, and the six days are equivalent to sixty days, completing a full year of fasting.
