Resolution No.(17)  by the Board of Iftaa`, Research and Islamic Studies:   
“Ruling on Investing Orphans` Funds in Development Bonds and Treasury Bills“
Date: 29/1/1411 AH, 20/8/1990 AD.

We have received the following question:
What is the  ruling of Sharia on investing the funds of orphans in development bonds and treasury bills?
Answer: All success is due to Allah.
The Board has decided that it is forbidden because it is a usury-based loan, and has attached the answer of Mr. Mostafa Az-zarqa in this regard. And Allah Knows Best.

The Messenger of Allah said: "Whoever cheats, he/she isn`t one of us." [Muslim]. You should study hard in order to pass and excel. And Allah the Almighty knows best.

Is it permissible for the man to go out wearing shorts?

It is permissible as long as his Awrah(private part), which is between his navel and knee, is covered. However, the regular wear traditions and modesty are to be observed.

Is it permissible for a woman to have her underwear on while performing Umrah?

Yes, it is permissible for a woman to have her underwear on while performing Umrah. This is because she should keep her regular clothes that cover all her body while being in a state of Ihram(ritual consecration) for Hajj, or Umrah. However, she should uncover her face and hands, but it is permissible for her to let her head-covering garment drape from her head down over her face when non-Mahram (i.e., marriageable) men pass by her.
