Resolution No. (199): "Banning the Circulation of Copies of the Holy Quran in which the Rules of Quranic Recitation are Included"

Resolution No. (199), by The Board of Iftaa' Research and Islamic Studies:

"Banning the Circulation of Copies of the Holy Quran in which the Rules of Quranic Recitation are Included" 

Date (14/Sh'abaan/1435AH), corresponding to (12/06/2014AD).

 

 

All perfect praise be to Allah, The Lord of The Worlds, and may His peace and blessings be upon our Prophet Muhammad and upon all of his family and companions.

On the above given date, the Board reviewed the question sent by the Secretary General of the Ministry of Awqaf and Islamic Affaires by proxy whereas it states: "I seek for the permission of your excellency to review my copy of the Holy Quran [Al-Mushaf Al-Moalim/Dar Al-Waseela] and [Al-Wadih Fee At-Tajweed 'Alaa Noskhat Al-Mushaf] in order to clarify the permissibility of circulating them based on the opinion of the respected Iftaa' Board."

 

After long deliberation, the Board stated what follows:

The Holy Quran is Allah's, The Exalted Speech, revealed on the seal of prophets Muhammad (PBUH), gathered in the Holy Quran Book, reported in a successive way and within its pages lie guidance and light for the whole world which entails the Islamic nation to preserve and keep it intact from changes.

After reviewing a copy of [Al-Wadih Fee At-Tajweed 'Alaa Noskhat Al-Mushaf] (Dar As-Salam) in which apparent colorful words added to the holy Quran and the rulings of Quranic recitation are manifested on each single word; thus, we are of the view that publishing and circulating it among people is impermissible because many different copies of the Holy Quran will exist and an addition on the recited verses will take place as a result.

 

As for the other book [Al-Mushaf Al-Moalim/Dar Al-Waseela] in which the rulings of Quranic recitation are manifested through symbols and colors in details, never been used by Quranic scholars neither earlier nor lately, long researches of Quranic recitation are included in the last pages of  it in addition of having some illustrations and drawings;therefore, we are of the view that this copy shouldn't be circulated. Further, the rulings of Quranic recitation should be separated in an independent book in order to avoid the mixture of Allah's Speech with the speech of people indistinctively. Is it permissible to slaughter sacrificial animals in public squares and streets?

Praise be to Allah, and peace and blessings be upon our Master, the Messenger of Allah.
 
The slaughtering of sacrificial animals (udhiyah) should take place in locations designated for slaughter, such as abattoirs (slaughterhouses), or in sites allocated by the relevant authorities for this purpose.
 
It is not permissible to perform slaughtering in a random or haphazard manner—such as in public squares, on roadsides, or in front of houses—in a way that creates health hazards, causes public nuisance, or endangers public safety. And Allah Almighty knows best.

What is the ruling of Islamic Law on kissing while fasting?

All praise is due to Allah, and peace and blessings be upon our master the Messenger of Allah ﷺ.
It is prohibitively disliked (makrūh taḥrīman) for a husband to engage in foreplay with or kiss his wife during the daylight hours of Ramaḍān if doing so stirs his desire. If pre-seminal fluid (madhī) is released as a result, the fast is not invalidated; however, if seminal fluid (manī) is released, the fast is broken.
Imām al-Khaṭīb al-Sharbīnī, may Allah have mercy upon him, stated: "It is prohibitively disliked to kiss — whether on the mouth or elsewhere — for one whose desire is stirred, whether man or woman, to the extent that he fears it may lead to intercourse or ejaculation. Embracing, touching, and similar acts without a barrier carry the same ruling as kissing in this regard, because such acts expose the act of worship to being corrupted — and as the two Ṣaḥīḥs record: 'Whoever circles around a protected boundary is liable to fall into it.'"
He further added: "It is preferable for one whose desire is not stirred — even if he is a young man — to refrain from such acts as well, so as to close the door entirely. For he may believe his desire has not been aroused when in fact it has. Moreover, it is Sunnah for the fasting person to abstain from all desires without exception." — Summarised with minor adaptation from [Mughnī al-Muḥtāj]. And Allah the Almighty knows best.

What is the ruling on the ablution of one who touches his wife without a barrier?

In the Shafi'i school, a man's ablution is invalidated by touching his wife if their skins meet (in any place) without a barrier, whether the touch is intentional or accidental. An exception to this is touching hair, teeth, or nails; these do not invalidate ablution. And Allah the Almighty knows best.

Is it permissible for a woman who has become pure before the end of forty days of confinement to perform different acts of worship? and is it lawful for her husband to have sex with her?

Once postpartum bleeding ceases and she is certain that it won`t happen again, she becomes pure, and so she should perform Ghusl (ritual bath), pray, and fast. She can also have sex with her husband even before the end of (40) days because the minimum of postpartum bleeding is a moment, and the maximum is (60) days. However, the postpartum bleeding for the majority of women is (40) days, but this does not apply to rest of them.
