The General Iftaa Department is pleased to extend its warmest congratulations and best wishes to Dr. Ahmad Ibrahim Al-Hasanat on the issuance of the royal decree appointing him as the Grand Mufti of the Hashemite Kingdom of Jordan. What is the ruling on having brotherly ties between a strange man and a strange woman, and is the former considered a Mahram(unmarriageable) to the latter?

Such a relation between a strange man and a strange woman is forbidden in Islam because it involves forbidding what Allah has allowed by marriage, and allowing what Allah has forbidden such as looking and the like. Such a relation doesn`t render any act lawful between them, thus they are forbidden to look at each other, have a Khulwah(seclusion), and travel together.

Is Zakah(obligatory charity) due on the Zakah money received by a poor person, and reached a Nissab( minimum amount liable for Zakah), and a whole lunar year had lapsed over having it in his possession?

Yes, the poor who possessed a Nissab for a whole lunar year is obliged to pay the Zakah due on that money even if it was given to him as a Zakah money in the first place.

Who has the right to child custody when final divorce takes place?

The wife has the right to child custody until her children reach the age of puberty. However, if she gets married, the right of custody becomes that of her mother`s.

What is the ruling on a person who isn`t able to fast due to old age, or an incurable disease ?

Paying the ransom is due on such a person, and that is giving a Mod(600 grams) of wheat, or rice, or the price of that amount to a needy Muslim for each missed fasting day.
