Is everyone obligated to follow the fatwas of his country, and if we adopt the fatwas of scholars of other countries, is it considered a sin?

It is permissible for the person who isn't specialized in Sharia sciences to apply the opinions of renowned scholars whom he trusts ,whether they be from his own country or not ,but if the scholars have different opnions regarding a certain issue/matter, then he must consult someone who is more knowledgeable than himself .It is preferable that you (the questioner) specify the case of your interest ,so that we could give you a more specific answer since some scholars deliver fatwas based on illogical/atypical opinions which should not be applied no matter what .And Allah The Exalted Knows Best.
What is the amount of the Fitr Zakah(obligatory charity) of Ramadhaan?
The Fitr Zakah of Ramadhaan is a Sa`(2500 grams) from what the people of that country or state eat the most.
Is it permissible for the big brother to force his sisters to wear Hijjab(Islamic wear) if their father didn`t do his part in this regard ?
The father`s attention should be drawn gently and politely, and the sisters should also be reminded with good words since Allah, The Almighty, says: “O ye who believe! Save yourselves and your families from a Fire whose fuel is Men and Stones.”{Al-Tahreem/6}.
Should vowed fast be offered in consecutive days, or not?
Vowed fast should be offered in line with what was originally intended by the vow-maker, either consecutively, or not.
