Question :

What is the ruling on an aid shipment containing canned turkey meat delivered from an American charity organization to its branch in Jordan for distribution among poor and needy. However, the shipment does not have a certificate of Halal slaughter (slaughtering according to Sharia) although the Organization is officially registered ?

The Answer :

Praise be to Allah ; blessings and peace be upon Prophet Muhammad and upon His Family and companions . Allah ,The Exalted, has allowed Muslims to have the food of the people of the book for He says in The Holy Quran : “ Today the good things are permitted to you, and the food of those who were given the Scripture is permitted to you.” {Al-Ma`idah/5} .This is provided that the slaughter of what is eaten is done according to Sharia rules .Therefore, it is better to contact that organization to learn how the slaughter was carried out; particularly, with the development of the various means of communication. If that is not possible, it becomes a matter of controversy in terms of whether the slaughtering was carried out in a Halal (according to Sharia) or Haram (not according to Sharia) method ,but we opt for assuming that it is Halal because there is lack of certainty enveloping the matter and a Muslim cannot be asked to conduct an investigation because of the hardships such task involves. A proof of this is what Imam Al-Bukhari narrated in his Sahih upon the authority of Aish(may Allah be pleased with her) who said: “Some people said, "O Allah's Apostle! Meat is brought to us by some people and we are not sure whether the name of Allah has been mentioned on it or not (at the time of slaughtering the animals)." Allah's Apostle said (to them), "Mention the name of Allah and eat it” “.And she said that the people who gave the meat were new Muslims.” The resolution of the Islamic Fiqh Assembly of the Organization of the Islamic Conference, No.(95) allows Muslims to eat the meat of the animals slaughtered by the people of the book if they were unsure that the slaughtering was not done according to Sharia .The resolution reads as follows : "Muslim visitors or residents to non-Muslim countries are permitted to eat from the meat of the slaughtered animals of the people of the book- what is permissible according to Sharia after making sure that the meat is not mixed with substances forbidden in Islam(e.g wine) and that the slaughtering itself was done in accordance with Sharia rules. And Allah knows best.
