Resolution No.(140)(4/2010): "Ruling on Charging a Fee for Testing the Usability of Blood"

Date: 7/5/1431 AH, corresponding to 22/4/2010 AD.

 

All perfect praise be to Allah, The Lord of The Worlds; and may His blessings and peace be upon our Prophet Mohammad and upon all his family and companions.

During its fourth session held on the above given date, the Board reviewed the question concerning the Ministry of Health`s decision to charge fifteen JDs for each blood unit. Having reviewed the letter of the Health Minister, in which he stated that the fee is for covering the expenses of carrying the blood units, the Board realized that it covers the cost of the tests run by the Ministry, and not a price for the blood itself. After prolonged deliberations, the Board decided what follows:

Since the charged sum is in for testing the blood`s usability and not a price for the blood itself, thus it is permissible. And Allah Knows Best.

An Imam stood to offer a fifth Rak`ah in a four-Rak`ah prayer, and he was reminded to sit by those behind him, but he wouldn`t listen. What is the ruling on those who followed his lead knowingly and intentionally?

If the Imam stood to offer a fifth Rak`ah, those praying behind him shouldn`t have approved of that, and the prayer of those who did is considered null and void.

I am a disabled woman who has vaginal discharges and can`t control her urine. Therefore, I combine prayers. Is that permissible?

According to the Hanbali doctrine, it is permissible for the sick to combine prayers. In your case (Asker), it is better that you delay the noon prayer until a few minutes before the afternoon prayer in order to minimize the time span between the two and perform each alone. In addition, you can do the same with sunset and evening prayers. Finally, we ask Allah to bless you with recovery. And Allah Knows Best.

Is it permissible for a girl to wear colored contact lenses?

Wearing colored contact lenses for medical treatment is permissible, and wearing them as an adornment is also permissible, provided that she isn`t seen while having them on by non-Mahrams. And Alalh Knows Best.

What is the ruling of Sharia on woman shaking hands with non-Mahram man?

The Messenger of Allah (PBUH) said: "It is better to be stabbed in the head than touch a woman to whom one isn`t related." [Transmitted by Al-Tabarani /Al-Mo`jam Al-Kabir, Hadith No.16880]. Accordingly, it is forbidden for men to shake hands with non-Mahram* woman. And Allah The Almighty Knows Best.
 
 
* The women/men that you are allowed to marry. It includes all women/men other than mahram (including cousins).
