The General Iftaa` Department launched its channel on the Whatsapp social communication application, providing citizens with the opportunity to follow fatwas, Iftaa` Council`s Resolutions, and videos issued by the Department.

The launching of this service comes with the aim of sharing the religious views of the General Iftaa` Department on issues concerning daily life situations. It seeks to promote awareness, guidance, correct any misconceptions, and enhance the content published through this application to convey the true message of Islam— moderate and balanced — to the citizens.

All praise is due to Allah, peace and blessing be upon the Messenger of Allah.

Your prayer and fast are correct ,and you should not make up for them, and we ask Allah, The Almighty, to duely reward you for these acts of worship. Your menses start once you see blood because the situation remains as such unless there is certainty or predominant conjecture, as per the Fiqh maxim: "Certainty is not removed by doubt". And Allah Knows Best.

Is it permissible for a young lady to wear a short skirt, which is above her knee, over pants?

All perfect praise be to Allah, the Lord of the worlds. I testify that there is none worthy of worship except Allah and that Muhammad, sallallahu ‘alayhi wa sallam, is His slave and Messenger.
In Islam, it isn`t permissible for a woman to wear garment revealing her beautiful shape and arousing men`s sexual desire. This is whether the garment is transparent or skin-tight showing the size of her private parts. A Muslim woman`s garment must be loose and not revealing since she will be accountable for this before Allah The Almighty on the Day of Judgement. And Allah The Almighty Knows Best. 

I work at a company that provides cash advances of 800 dinars, 1000 dinars, or 1200 dinars, depending on the employee’s years of service. An administrative fee of 40 dinars is deducted from the amount in the first month, and the remaining amount is repaid in installments. What is the ruling on this, knowing that the deducted amount (40 dinars) is fixed?

We fear that the deducted amount may be a means of circumventing interest (Riba). If the deducted amount is equal to or less than the actual administrative expenses, then there is no issue, as some scholars permit the borrower to bear the costs of documenting and managing the loan. However, piety suggests refraining from taking this loan under these conditions, as dealing with private individuals and companies is not the same as dealing with the state, which spends from the public treasury. Is it permissible for a woman to apply Kuhul (Halal eyeliner) and go out wearing it?

Kuhul is part of a woman`s adornment, and it is forbidden for her to show that to anyone other than a husband, or a Mahram (Unmarriageable kin).
