Statement on the Circulated Fatwa Forbidding Abstaining from Paying the Water Bill 

 

In the Name of Allah, The Most Merciful, The Most Compassionate

 

Allah the Almighty says {What means}: "The General Iftaa` Department confirms that it hasn`t recently issued a Fatwa forbidding abstaining from paying the water bill and the news circulated social media concerns an old Fatwa included in the book entitled (The Guide on Water from an Islamic Perspective) addressing Imams and preachers.

 

The Department calls on journalists to be objective and choose the right time in publishing its Fatwa since unsuitable time and place takes the Fatwa out of context with the intention of abuse and distortion.

We ask Almighty Allah to protect our country from seditions and afflictions, be they revealed or concealed.

During prayer, a woman`s whole body is a private part except the hands and the face. Outside the time of prayer, scholars agree that a woman should put on her Islamic wear to avoid temptation.

What should a woman, who has given several births during different months of Ramadhaan, and didn`t make up for them in addition to forgetting the exact number of the days and years in which she had missed fasting, do ?

She should make up the days of Ramadhaan that she missed after estimating their number, and paying the ransom(in food) due on each day that she had delayed. She should also repay the ransom according to the number of years if she was able to fast before that time, but didn`t.

What is the ruling on a vowed animal sacrifice?

A vowed animal sacrifice is to be distributed amongst the poor and needy, and neither the vow-maker, nor those supported by him are to eat from it.

Does ill-gotten money hinder the answering of the Du`a(supplication) and the means of subsistence?

Sins hinder the answering of the Du`a, and deprive the sinner from means of subsistence; whereas, acts of obedience facilitate making a living. Allah, The Almighty, says in the Holy Quran: “And for those who fear God, He (ever) prepares a way out. And He provides for him from (sources) he never could imagine.”{At-Talaq/2-3}.
