The Fatwa Department of the Hashemite Kingdom of Jordan was founded in 1921. Since its formation, it has relied upon Hanafi fatwas which were in use during the Ottoman era, and the Mufti has answered the questions of members of the public, whether they relate to worship or financial transactions or personal statutes, and it has assigned a mufti to each judge in cities both large and small. My maternal aunt`s son is living abroad; however, both our families have recited Al-Fatehah declaring our engagement. We have been engaged for three months, but the marriage contract wasn`t concluded because he couldn`t come to Jordan since my mother and brothers are abroad. Is it allowed that he sees my picture without Hijab knowing that the marriage contract will be concluded at the first opportunity?

All perfect praise be to Allah the Lord of the Worlds. May His peace and blessings be upon Prophet Mohammad and upon all his family and companions.

Betrothal is a promise to marry, so your betrothed is a stranger to you and isn`t permitted to look at you even through a picture. Once your marriage contract is concluded, you become husband and wife and he can look at you as much as he wants. Moreover, he may deputize his father to carry out the procedures of the marriage on his behalf. And Allah The Almighty Knows Best.

Is it permissible for the big brother to force his sisters to wear Hijjab(Islamic wear) if their father didn`t do his part in this regard ?

The father`s attention should be drawn gently and politely, and the sisters should also be reminded with good words since Allah, The Almighty, says: “O ye who believe! Save yourselves and your families from a Fire whose fuel is Men and Stones.”{Al-Tahreem/6}.

Is a wife considered sinful if she asked for divorce because her husband married another woman?

A second marriage is lawful, and so it is impermissible for you to ask for divorce because of that. If you are certain that you won`t be able to deliver Allah`s rights and those of your husband`s , then it is permissible for you to ask for Khul`a(Divorce on the demand of the wife). However, you should exercise patience since after difficulties, there is easiness by the will of Allah.

Who is “the poor” that is entitled to receive Zakah(obligatory charity)?

The poor is the one who has neither money nor a source of living, or has either of them, but it isn`t sufficient such as being in need for a hundred JDs, and having an income of forty JDs only.

Statement on Banning Forbidden Festivals

All perfect praise is due to Allah the Lord of the Worlds. May His blessings and peace be upon our Prophet Mohammad, his family and noble companions.

Recently, there has been calls by some media outlets for holding festivals with unlawful names and immoral acts, such as the so called "Wine Festival."

We, Iftaa` Department, stress that calling for, holding and taking part in such festivals violates the teachings of Islam, negates authentic values of Islam and the customs and traditions of this Hashemite country of ours.

We, Iftaa` Department, call on all citizens to boycott these festivals because they corrupt country and people. We also call on the concerned authorities to ban holding such festivals to protect our true religion and the safety of our society.

We also highly appreciate the statement issued by the Ministry of Interior banning such festivals and holding their organizers accountable before the law.

We pray that Allah protects our country against sins, tests and trials, be they concealed or revealed. And all perfect praise be to Allah the Lord of the Worlds.

A man married a woman at the Islamic Centre in Brussels through a regular marriage contract. However, the husband left her for two years now and never provided her with financial support. Currently, she is staying in Amman, Jordan, and wants to remarry. Is her first marriage considered void and what should she do to remarry lawfully?

This issue is within the jurisdiction of the Islamic courts and they have the final say regarding the dissolution of the first marriage contract if there is valid ground for that. Therefore, her first marriage remains valid unless a court decision says otherwise. And Allah The Almighty Knows Best.

What is the ruling on a person who broke the fast of one day in Ramadhaan because of hardship ?

He/she should make up for that day.

Is it permissible for a person to give the Zakah(obligatory charity) to his daughter-in-law?

Yes, it is permissible for a person to give the Zakah to his daughter-in-law if she was poor, and wasn`t provided for sufficiently by whomever is obliged to provide for her.

Is it permissible for men to wear silver bracelets and necklaces?

Men are allowed to wear silver rings, but they aren`t allowed to wear bracelets and necklaces because they imitate women by doing so.
