Is it permissible to give Zakah to a person to open a business and turn, in the future, to a giver of Zakah instead of a receiver?

Yes, it is permissible because the aim behind giving Zakah to the poor is enabling him to spend on himself, his family and others. And Allah The Almighty Knows Best.
