Tawaf Al-Ifadah is a pillar of Hajj and not offering it renders one`s Hajj invalid. Not offering it because of having menses or out of ignorance doesn`t absolve a woman from the liability according to the opinion of the Majority of the Muslim scholars. Therefore, offering it is an obligation on her.
Nevertheless, since she performed Umrah after she came from Hajj, then her Tawaf for Umrah compensates for the Tawaf of Ifadah that she had missed in Hajj according to the opinion of the majority of the Muslim scholars.
As a result, her Hajj is considered complete and nothing is due on her, God`s willing. Al-Imam An-Nawawi (May Allah bless him) said: "If Tawaf Al-Ifadah was due on him, then he made the intention to offer another Tawaf, e.g. voluntary Tawaf, Farewell Tawaf or Tawaf of Arrival. Any of these compensates for Tawaf Al-Ifadah that he had missed. Similarly, when someone enters into the state of Ihram for voluntary Hajj or Umrah while he hasn`t offered obligatory Hajj or Umrah. In this case, voluntary Hajj or Umrah compensates for obligatory Hajj or Umrah." {Al-Majmou', vol.8/pp.55}. And Allah Knows Best.
