All perfect praise be to Allah, The Lord of The Worlds, and may His peace and blessings be upon our Prophet Muhammad and upon all of his family and companions.
In addition, Al-Imam An-Nawawi (May Allah have mercy on his soul) mentioned in his book [Al-Menhaj Sharih Sahih Muslim] :" The aforementioned Hadith proves that offering the Friday prayer at home, instead of the Mosque, due to rain, snow and the like is permissible according to our and other scholars` schools of thought."
In conclusion, under such hard weather conditions where people are more hindered or perhaps harmed by heavy snow than rain, they are permitted to perform this obligatory prayer at home and whosoever could reach the Mosque easily is obliged to perform it in the Mosque. Nevertheless, those who could not do so are permitted to perform it at home since the state of compulsion is assessed according to the extent of necessity. And Allah knows best.
