It isn`t permissible to give one`s father from the Zakah under the excuse that he is poor or needy, because if he is then providing for him (father) is an obligation on his children. However, it is permissible to give him from the Zakah if he is a debtor and can`t afford to pay off his debts. However, we recommend that you (Questioner) give your brother from the Zakah of your wealth directly in case he can`t afford the tuition fees since this is permissible if he is hardworking and god-fearing student.
